An organization sends hired contract killers to every state in the United States. After the murder of Ann Gordon and her young daughter Jane, Jerry Cotton flies to San Francisco, where most of these contract killings have so far been committed. Together with private detective Sam Parker, he investigates Ann Gordon's husband Francis and Peter Carp, whose accountant was murdered by the organization. At the last moment, Cotton is able to prevent Carp's wife from being murdered. A detailed questioning of the contract killer fails because another member of the organization shoots the killer. His remarks to Linda Carp lead to the trail of the neurologist Dr. Saunders. Jerry Cotton now plays the decoy and lets Dr. Saunders order his assassination. But he wants to get Ria Payne, Parker's assistant, out of the way beforehand. When the murder of her fails, they can turn the hit man around and get on the boss's trail.
