The tale begins in a television studio where the New Year's "Blue Light" is being filmed. At the same time, the action also takes place in the "13 Chairs" tavern, in the district House of Culture, in a small courtyard on Plyushchikha and in the apartments of the townspeople. Everyone is busy preparing for the New Year: someone is visiting or receiving guests, someone has just arrived, someone is already leaving, someone cannot escape from work for the holiday, and for someone, work is connected with the holiday.
