Major of the Ministry of Internal Affairs Ivan Sobolev arrives in Moscow and immediately finds himself under suspicion of murder: his future colleagues do not yet know that he is their new boss, namely, the head of the UGRO of the Tverskaya department. Before moving to the capital, he fought as the head of the SOBR in hot spots, but was wounded, incompatible with further service in the detachment. He was offered a good position at home, in Siberia, but Sobolev, having ulterior motives, asked to go to Moscow. The appearance of Sobolev on Tverskaya disrupts the usual life of employees. From the first minutes, he provokes the rejection of his subordinates: they love Bondarev, who was just predicted to be the head of the UGRO. Bondarev, although not very smart and successful, is a direct, bold and honest cop. And the chief of police, Zatsepin, generally suspects that Sobolev wants to jail him too. In a word, Sobolev's relations with the department, with the authorities, and with the brilliant lawyer Luiza do not add up.
