Because of an incident three years ago, Jiro Shimizu was transferred from the Social Affairs Department of a major Japanese newspaper company to its subsidiary's advertising department and was assigned to head the Third Social Affairs Department. Unbeknownst to him, it was a department infamous for only having foolish reporters. Determined to turn this around, he helped raise the morale of the team by imparting them the ideals of public service journalism.
