This is an engagingly off-kilter yarn with picaresque characters set in an isolated corner of Manhattan. A windfall in the form of public housing sets in motion a comedy of contention among community chiefs vying over apartments for control and credit. The picture follows the efforts of newcomer Henry Collier to sort through the grievances and shenanigans that have local leaders selfishly advancing their own agendas. He is guided by Teresa Roman, a flamenco dancer and part-time reporter, who suspects that brash real estate developers in their midst are inciting discord for personal profit.
