In a small unnamed town, in year 2025, Krsto works for the Agency which offers hearings for other people's secrets, with warranty that those secrets shall never be spread. At one of the hearings Krsto finds out that his client is holding a young girl captive. At the same time, he finds out that the daughter of the director of Cistoca is missing. Cistoca is a company responsible for waste disposal and the workers have been on strike for months, resulting in the city being covered in garbage. Next to his activist girlfriend Zora and local reporter Darko, Krsto begins to question his role of a silent witness.
