On the 40th anniversary of the Hansard Society, its president, the Speaker of the House of Commons, Bernard Weatherill, invites four former Prime Ministers to assess the present state of democracy in Britain and speculate on the future of parliamentary government - Alec Douglas-Home, Harold Wilson, Edward Heath and James Callaghan.
