In a fantasy, steam- punk world- there exists a bustling feudal metropolis in which the higher ranks of society live on the top and the poor born are worked to death in the city's bowels: There is a still birth of the city's prince, and a peasant child is cast in the place of the prince. This boy, Sebastian is raised as royalty and has terrific abilities. When his lame brother, the rightful heir to the throne discovers the truth Sebastian is cast into exile into the depths of the city.
