Message from the Future (1989)

Japan,1959. A polio epidemic breaks out. Many children die from lack of vaccine. A Soviet professor and his Japanese colleague are trying to get a Russian vaccine sent to Japan, overcoming quite a bit of bureaucratic backlash.
