In the post Civil War era, the Ross brothers, originally from Montana, travel together, Dick, the honest one, always having to save Carey, the crooked one, from the scrapes of Carey's own doing. The latest such, a poker game in which Carey was caught cheating, leads to the brothers crossing the border from North Dakota into Canada to evade capture by an angry mob and sheriff who knows he has no jurisdiction in Canada. Knowing they have to earn a living, Dick decides that they should work for the newly formed Canadian North West Mounted Police, which is desperate for men in needing to cover vast ground. What the police force is wanting most are good horsemen knowledgeable about the ways of the Indians, the organization which has a good relationship with the local Blackfoot Indians who in turn respect the laws of the "White Queen" and thus the enforcement of such laws by the police. However, news is that Sioux Indian Sitting Bull, who recently led a massacre at Little Bighorn, and his tribe have made their way into Canada arguably also to evade capture by the American Army for that massacre. The police hope that the Blackfoot's Chief Crowfoot will be able to keep the peace with Sitting Bull, and not be pulled into his violent ways. What only Dick is aware of is that Carey killed a Sioux on their way north, which may threaten that peace. With Carey continuing his ways to look out solely for himself at the cost of anyone else, Dick has to decide how long he will defend his brother, especially as in doing so may result in an Indian uprising.
