Pilots flying in from Hawaii report UFOs en route. They belong to the Kapia-Seijin, salamander men from the planet Kulimon in the Moffit Galaxy who plan on taking over Earth by unleashing a lethal plague on mankind. It's up to valiant superhero Starman, sent by the Emerald Planet, to save the human race before it's too late. Initially, a Kulimonian gains control of Dr. Asayama, lead scientist in Earth's counter-response, but stops when Starman arrives. Next, the Kulimonians broadcast hyper-decibel sounds. Starman tracks down the source, a flying disc ship, and destroys it. Dr. Fukami deduces that the Kulimonians are dispersing the virus through a dance troop. Soon, he is captured by them. As the germs spread, the children are all evacuated from the city. Starman introduces himself to Noriko, Dr. Fukami's daughter. He gives her a crystal ball that will signal when her father is safely found. If she gets into trouble, she needs only to drop it to the ground and Starman will instantly respond. While Noriko and her two cousins are butterfly hunting in the country, they are engulfed in fog and find themselves at a demonic castle. Kulimonians burst forth from the forest, surrounding them in a circle of wildly dancing torch bearers. Meanwhile, Starman takes out the Kulimonian dance troupe. The aliens press Dr. Fukami to disclose the retaliatory weapons that he is developing. They suspend his daughter Noriko over a pool of bubbling acid as an incentive to cooperate. Her cousin throws the crystal ball at her father's tormentor. It sends a signal to Starman.
