Takatsu-ku is controlled by organized crime. Tsuda-gumi purchases drugs through the Hong Kong route, and Hariya-gumi sells them. The police decided to conduct a secret investigation to obtain evidence and dispatched secret investigator Kizaki to Takatsu-ku.
