Tekwadi Sarpanch Patil invites a Tamasha dancer Phoolwati (Phula) to their village after getting inspired by her performance.While in Tekwadi Patil is no for his womanizing ways along with his associates Jhele Anna and Gadwe Anna.When the village male and female teacher goes missing the cops suspect it to be a matter of village superiors and send Inspector Shirke to investigate.During his train journey Shirke meets Phula in the train and joins their troupe as Petiwala he sees that there are many loopholes in Patil's life and know one is opening up against him.Patil suspects Shirke and bribes one of team members Ganpa to provide details about him.
