Time Stranger (1986)

In Neo-Tokyo, in the New Calendar Year 392, a young man steals a time synchronization device and tries to go to the past. Authorities force his ship down in modern day Tokyo. He then steals a van and turns IT into a time machine, bringing 3 students and their teacher along for the ride against their will. They all visit 3 pivotal periods in the history of Japan - in the process dealing with future factions attempting to alter the past.
