The Porcelain Man (2004)

A group of animal liberationists storm a government laboratory where research on a lethal new virus is being done. One of the group members belongs to a fanatical terrorist organization and has infiltrated the group so he can steal said virus. Things go horribly awry after the virus gets unleashed. Meanwhile, an undercover anti-terrorist agent tries to sort everything out while several others attempt to cover up what has happened.
