After leaving school in mid-course, he joined Tatsunoko animation studio in the mid-1960s, writing scripts for the TV series "Ora Guzura Dado" (1967-68, a parody of Gojira films) and The Genie Family (1969) (1969-70). At the end of the 1960s, he joined Tokyo Movie animation studio and collaborated in the adaptation of the comedic Kyojin no hoshi (1969) for theaters. That was his film debut in 1970, and he made more than a dozen film scripts until 1994. Also, he worked on more than 30 animation and live-action TV series. In addition, Itô has written several novels and scripts for comics, the most popular of them is "Otoko Kuiri" ("Male Eater"), drawn by Tsuguo Kôgo and converted in two live-action videofilms in 1996.
