Kelly is a dance film creator and curator from Canada who lives in Los Angeles. She is the Executive and Artistic Director of Dance Camera West, after co-founding the Los Angeles festival of dance film in 2001. Kelly has a Masters in Dance Film from NYU, a Contemporary Dance degree from Concordia University and a Communication Studies degree from the University of Windsor. She danced with Gina Lori Riley in Windsor and Tammy Forsythe in Montréal before moving to New York City to study and perform. She was a member of PoMo CoMo (Postmodern Commotion), an artist and scientist collection that toured Canada, the US and Europe, including Ars Electronica, the Austrian cultural, educational and scientific institute for new media art. Kelly has produced and directed several dance films that are shown internationally, and has been traveling as an invited speaker to dance film festivals since leaving DCW in 2009. Hargraves has been a board member of the Silver Lake Film Festival and the Downtown Los Angeles Film Festival.
